Not Impressed

I assigned this book because it is less expensive than many of the dry tomes offered on this topic. It also offers an impressive array of well-known scholars on US foreign policy. Ideally, it offers a good overview of the history, themes, social science, debates and strategies from competing perspectives. Students will be forced to consider different views and how those are built into the analyses before them. Further, the book divides its topic in sensible ways and offers some material on every major subtopic in this field.
In reality, the material does not add up to a clear view of American foreign policy and the chapters remain overly abstract. There is no chapter appendix or some other resource to view the overall context and institutionalization of US foreign policy. Readers must come to the book with a solid understanding of the mechanics and basics of US foreign policy if they are to make sense of the commentaries. And indeed, the chapters read more like commentaries or, at their best, articles in "Foreign Affairs." Despite offering a solid list of scholars, the book seems to demand of them only that they give an overview of their already very large theories. In other words, the details of how these scholars reached their conclusions are lost. What appears, instead, are a series of stylized arguments. Remarkably, this is useful for neither the new student nor the old hand (or a graduate student): the material is too generalized and at too high a level of discussion to help rookies, but it is too familiar and simplified to be of use for a more advanced reader. The chapter by Joseph Nye is particularly egregious. It simply restates his theory of hard/soft/smart power and offers only a loose application to the Obama administration based not on systematic research but anecdotal highlights familiar to any intelligent consumer of national media.
Overall, the book reflects a larger problem in the academic discipline of International Relations: dominance by big theories that, when applied to specific cases, bulldoze details and oversimplify or abstract serious political problems. The authors marshaled an impressive set of authors, and any given chapter can be a useful overview of an important topic; however, in the end, the book leaves an impressionistic view of US foreign policy inappropriate for the both the new student and the old hand.

A bit of a dry read, but if you need it for class, then you need it. Ended up not reading a bunch of it. Returning was simple though. Enjoyed that process.
